Seminar Description:
As times change, so do the many duties and responsibilities of property owners and property managers. Due to the numerous substandard housing complaints, a lack of habitable dwellings, fair housing violations, and a constant changing political environment, it is becoming more common to have Rental Housing Inspections throughout the United States. Code Enforcement Officers conduct the majority of these types of inspections. As many jurisdictions attempt to address these issues, they often encounter property managers and maintenance personnel having difficulties understanding the requirements of all the different programs. This training will identify the problems and difficulties complying with the Sacramento County Rental Inspection Program and analyze the possible solutions.

Jerry Bess, Supervising Code Enforcement Officer, County of Sacramento
Jerry is a Supervising Code Enforcement Officer for Sacramento County’s Code Enforcement Division in the Department of Community Development. H Sacramento, bringing over 10 years of experience in the field. Jerry’s extensive background includes expertise in Housing, Zoning, and Vehicle Abatement, with a proven track record of collaborating with the public and key stakeholders across City, County, and State departments. Jerry specializes in Rental Housing enforcement and plays a pivotal role as the Field Training Officer, mentoring new recruits and leading public workshops for tenants. Jerry also presents at Refugee Academy events, educating newly arrived refugees in Sacramento County on their tenant rights. He holds several certifications, including one being a Certified Code Enforcement Officer.
